『Belt and Road: Searching for Strategic Rationale 』

 

After Xi came in office, PRC declared that PRC is no longer weak as china considered before 100 years. Xi wants to propel the boost of PRC’s status in the world. The Silk Road Economic Belt and the 21st-century Maritime Silk Road also known as  One Belt, One Road or the Belt and Road Initiative is a development strategy and framework, proposed by People's Republic of China that focuses on connectivity and cooperation among countries primarily in Eurasia, which consists of two main components, the land-based "Silk Road Economic Belt" (SREB) and oceangoing "Maritime Silk Road" (MSR). The strategy underlines China's push to take a bigger role in global affairs, and its need to export China's production capacity in areas of overproduction such as steel manufacturing.

 

The Belt and Road Initiative was unveiled by Chinese leader Xi Jinping When he visited Central Asia and Southeast Asia in September and October 2013, he raised the initiative of jointly building the Silk Road Economic Belt and the 21st-Century Maritime Silk Road . Essentially, the 'belt' includes countries situated on the original Silk Road through Central Asia, West Asia, the Middle East, and Europe. The initiative calls for the integration of the region into a cohesive economic area through building infrastructure, increasing cultural exchanges, and broadening multi-cultural trade.

 

Apart from this zone, which is largely analogous to the historical Silk Road, another area that is said to be included in the extension of this 'belt' is South Asia and Southeast Asia. Many of the countries that are part of this belt are also members of the China-led Asian Infrastructure Investment Bank (AIIB). North, central and south belts are proposed. North belt goes through Central Asia, Russia to Europe. Central belt goes through Central Asia, West Asia to the Persian Gulf and the Mediterranean. South belt starts from China to Southeast Asia, South Asia, the Indian Ocean. Central belt is spoken down due to complex religion problems and separation movement along the belt. It could be even taken advantage by extremists.

 

The Maritime Silk Road, also known as the "21st Century Maritime Silk Road" is a complementary initiative aimed at investing and fostering collaboration in Southeast Asia, Oceania, and North Africa, through several contiguous bodies of water – the South China Sea, the South Pacific Ocean, and the wider This region of Africa (In particular Kenya) will form part of the MSR after improvement of local ports and construction of a modern standard-gauge rail link between Nairobi and Mombasa.

PRC also take care for other district too. In 2015 Dec. Xi and the crown prince of UAE joined 10 billion dollar investment fund for cooperating energy, social infrastructure. Experts mentioned that we know the importance of UAE’s role , which can coordinate other Belt and road country in neutral position. This fund would support and continuously escalate the Belt and Road Initiative of china.

 

To progress this initiative, Chinese government raised funds. Silk Road Fund is a state owned investment fund of PRC to foster increased investment in countries along the One Belt, One Road, an economic development initiative primarily covering Eurasia. The Chinese government pledged US$40 billion for the creation of the investment fund established on December 29, 2014. And also partly supported by AIIB.

 

With constructing the Belt and Road, PRC established a bridge-head. It is expected that solve  PRC’s domestic problem; 'overproduction'. And it can also do make the supply of construction, so it can absolutely contribute seek balanced development between regions.

 

The Belt and Road Initiative of china is eventually aimed for connecting Europe. In 2015 Dec. EBRD officially declared that they welcomed PRC as the member of EBRD. EBRD was established to supply help for former USSR country in east Europe, and nowadays concentrates on infrastructure of developing countries the head chief of EBRD said that the joining of PRC enable to sustainable investment of some countries. Of course, PRC wants these countries to make connection with ‘one belt, one road”

 

One Belt, One Road is affiliated with comprehensive plan of PRC. It aims for connecting Eurasia economy zone and encouraging other countries to cooperate with political communication and boost trade and mutual investment. These solid objectives are the driving forces of PRC. Belt and Road would reenact the past glory history of china’s silk road with dreaming of being “Super China” in the world again.
